According to international definition Free Zones are land and sea preserved areas which are exempted from some laws and regulations of main land. This area helps to development of mainland by taking advantages of; tax exemption, exemption from customs tariffs, absence of bureaucratic, as well as to accelerate export and import process and transferring of modern technology into mainland by attraction of foreign capital investments.

* UNCTAD ; (united nations conference on trade and development) Current structure of global economy is harmful for undeveloped countries, The Free Zones can only change current situation.
* W.T.O; The Free Zones are a means for development of international economic and domestic development.
* I.L.O; International Labor Organization; Free Zones are effective for raising jobs and unemployment in general.
The Free zones could convert potential abilities to actual capacities and make a strong connection between national and international economy.
The free zones main purpose in Iran is to correspond domestic economic with international economic, and to change economic notion(view) in Iran.
